성북구청장 ‘금연’ 박사학위 / 서찬교동문(법63학번)

현직 구청장이 금연을 주제로 박사학위를 받았다. 주인공은 오는 17일 국민대에서 ‘금연정책과 지방자치단체의 역할 연구’라는 논문으로 학위를 받는 서찬교 성북구청장.
서구청장은 2003년 3월 국민대 대학원 행정학과에 입학, 지난해 12월 논문심사를 통과했다. 그는 또 이번 연구논문을 기초로 일반인이 쉽게 읽고 이해할 수 있도록 ‘ 서찬교 는 왜 금연박사 구청장이 되었나?’라는 제목의 책을 출간, 21일 출판기념회를 가질 예정이다.
논문작성과 책자 발간의 바탕이 된 ‘담배연기 없는 성북 만들기 사업’은 서구청장이 2002년 취임 이후 추진 중인 역점사업이다.
성북구는 이를 통해 20세 이상 성인흡연율을 단 2년 만에 56%에서 42%로 낮추는 성과를 거두었다. 서구청장은 “논문을 계기로 성북구는 물론 더 나아가 우리나라 온누리가 담배 없는 건강한 세상이 되었으면 한다”고 소감을 밝혔다. 서구청장은 62년 공직에 첫발을 들여놓은 후 서울시 자치구 부구청장과 서울시 감사관 등을 거쳤다.
