규제혁신 공로 대통령표창 수상 / 최진식(행정학과) 교수

최진식(사진) 국민대 행정학과 교수가 13일 킬러·민생규제 혁신에 기여한 공로를 인정받아 대통령 표창을 받았다.
국무조정실은 “자동차 정기검사 주기 합리화, 인체·동물용 의약품 제조시설 공동사용, 기계설비 유지관리자 선임 등 규제심판 위원으로서 규제개선에 기여했다”고 표창 수여 사유를 밝혔다.
규제심판제도는 기존의 정부주도 규제개혁 방식에서 벗어나 민간전문가로 구성된 규제심판부가 이해관계자와 소관 부처의 의견 청취, 국민 여론 수렴 결과 등을 토대로 해당 규제의 적정성을 판단하고 소관 부처가 규제의 필요성과 타당성을 증명하지 못하면 해당 규제를 개선하도록 권고하는 제도다.
최 교수는 “앞으로도 규제심판제도가 국민과 기업, 정책수요자의 입장에서 국민 생활이나 기업 활동에 불편 또는 부담을 초래하는 규제를 개선하는 규제개선 플랫폼이 될 것으로 기대한다”고 했다.
