장명봉 교수 '2015 북한법령집' 발간

북한법연구회장을 맡고 있는 제주출신 장명봉 국민대 명예교수가 '2015 최신 북한법령집'을 편저로 발간했다. 이 법령집은 2013년판 '북한법령집'을 발간한 이후 최근까지 입수한 주요 법령들이 수록된 증보판이다.
이 법령집에는 1990년대 이후 북한에서 제정 또는 개정된 법률뿐만 아니라 외국투자관련 시행규정들과 남한과 관련성이 많은 경제특구 및 경협부문 시행규정들도 수록되어 있다. 특히 북한에서 발간된 법전(2012)에 없는 최근에 대폭 개정된 행정처벌법을 비롯해 인민보안단속법, 주민행정법 등도 게재되어 있다. 김정일-김정은 체제하에서 추진된 법제정비의 결과물이라고 할 수 있는 현행 법령들을 망라했다. 법령집은 1520쪽 분량이며 200부 한정판으로 발간됐다. 장 명예교수는 2005년, 2006년, 2008년, 2011년, 2013년에 각각 '북한법령집'을 편저로 발간해 왔으며, 이번이 여섯 번째 '북한법령집' 발간이다.
