“주민 수십만명을 희생시키는 한이 있어도 북한은 핵무기를 포기하지 않을 것입니다.”
러시아 출신의 대북 전문가 안드레이 란코프 국민대 교수가 21일 미국 자유아시아방송(RFA)와의 인터뷰에서 이같이 밝혔다. 란코프 교수는 “국제적 고립 때문에 북한경제가 많이 어려워질 경우에도 북한 권력계층은 핵을 포기하지 않을 것”이라면서 “수십만 명의 주민을 희생시킬 수도 있다”고 말했다.
그는 “1990년대 말,고난의 행군 때 북한에서 수십만 명의 사람들이 굶어 죽었을 때도 북한 정부는 핵 개발을 추진하고 있었다. 지금도 그때와 비슷하다”면서 “북한 엘리트 계층은 주민들을 구하기 위해 현상유지 기반이라 할 수 있는 핵무기를 포기하지 못할 것이다. 북한 지도부는 비핵화가 집단자살과 다를 바가 없는 것으로 보고 있어 어떤 조건이라도 핵을 포기하지 못할 것”이라고 강조했다.
또 “핵을 포기하지 않는다는 것은 자동적으로 해외투자의 길을 가로막고, 북한경제 복구를 어렵게 하는 것”이라며 “비핵화를 기피하는 북한은 앞으로도 낙후한 국가로 남아 있을 것”이라고 덧붙였다.
