[여론 광장] 꽁초보다 인도주차 먼저 단속을 / 이경훈(건축) 교수

거리 담배꽁초 버리기 단속 등 기초 질서지키기 운동이 시작된 곳으로 알려진 강남구는 서울 그 어떤 구보다도 인도 위의 주차가 성행하는 지역이다. 미관지구로 지정되어 건축선이 후퇴된 경우에는 사유지라는 이유로 버젓이 ‘전용주차장’이라는 팻말까지 붙어 있다. 그러나 사실은 인도 주차는 모두 불법이며, 이에 따른 인도의 혼잡으로 보행권은 심각하게 침해받고 있다. 그런데도 이에 대한 단속보다는 포상금까지 지급해가며 보행인의 담배꽁초 버리는 일을 처벌하는 데 열중하는 것은 이해할 수 없는 일이다.
인도주차는 거리를 황폐화하고 교통혼잡을 일으킬 뿐만 아니라 도시미관을 해친다. 인도로 차가 올라오거나 주차하는 것은 미개한 일이며 후진적인 범죄다. 소위 ‘걷고 싶은 거리’를 특별히 조성할 것이 아니라, 인도 위의 범죄를 먼저 척결해 모든 거리를 쾌적한 거리로 만들어 줬으면 좋겠다.
